I thought a thought while I was at the BIR to surrender some unused 50-plus receipts/invoices booklets of 50 pages only to, as reported, get burned (the tree hugger in me is disappointed):
BIR's change of receipts' format is not friendly to newly-established business and to SMEs (i.e. businesses not owned by those in the Forbes list), in general. Printing receipts involves expenses (fees here and there), and as they say, an expense is an expense.
Now, now, think about the penalty of Php 1,000.00; now think about SME-engaged Pinoys who are themselves apparently busy and couldn't help but resort to mañana habit, and in one Revenue District there are, say, 1,000 of them. Do the math. Fact: There are 123 revenue districts in the Filipinas. Do the math, again. Where will the money go? Possibly, to PDAF.
Ugh, I feel sick.
